KAAC Tables Reform Bill to Boost Autonomy

Diphu: In a historic move toward legislative self-governance, the 251st Session of the Karbi Anglong Autonomous Council (KAAC), chaired by Raju Tisso, witnessed the tabling of the Karbi Anglong Autonomous Council Territorial Council (KAATC) Legislative Assembly (Rules of Procedure and Conduct of Business) Bill, 2020. Addressing the house, KAAC Chief Dr. Tuliram Ronghang highlighted the bill's significance in overhauling outdated legislative procedures that have remained largely unchanged since the establishment of the Mikir Hills District Council in 1952. Developed over 6–7 years with expert legal input, the bill proposes a modern legislative framework that would significantly enhance the Council’s autonomy. Dr. Ronghang emphasized that the bill, once passed, will require only the Governor of Assam’s assent—removing the need for prior permissions from state ministries. “This framework is unparalleled among autonomous councils in India, empowering KAAC with near-autonomous state powers,” he said, crediting Chief Minister Himanta Biswa Sarma for his support under the “Team Together, Work Together” philosophy. The session also included discussions on the proposal to set up a District Judicial Court to improve local access to justice and passed the Supplementary Demand for Expenditure for 2025–2026. The session ended with broad support from Council members, marking a bold step toward administrative and legislative empowerment in Karbi Anglong.
